The Project Based Training (PBT) (formerly Employment Skills Access – ESA) program provides tuition-free group-based training based on industry need and workforce shortages.
You May be Eligible if You Are
An unemployed, non-Employment Insurance (EI) individual*
An employed, low skilled individual**
Legally entitled to work in Canada
Living in British Columbia
Not a student (i.e. – enrolled in high school or post-secondary training)
Not participating in another Labour Market Agreement funded program
Meeting the entrance requirements of the training program
* “Unemployed non-EI individual” means an individual who has not established an EI claim in the past three years; and has not established a maternity or paternal EI claim in the past five years; and therefore is, or is otherwise: nog eligible for assistance under labour market programs provided by the Canada Employment Insurance Commission under Part II of the Employment Insurance Act; or not eligible for assistance under any similar labour market programs provided by British Columbia which are funded by the Canada Employment Insurance Commission under a Labour Market Development Agreement entered into between Canada and British Columbia pursuant to Part II (section 63) of the Employment Insurance Act.
** “Employed, low-skilled Individual” means an individual who is:
a) Self employed; or
b) Receiving, or entitled to receive wages for work performed for an employer and who is subject to regular employment deductions; and
c) Who has no recognized post-secondary education (whether completed or merely attempted) towards a university degree; and
d) Does not have a high school diploma or equivalent; or
e) Has completed high school but who does not have any Recognized Certification.
